Can anyone explain why, when David Tennant announced he was leaving Doctor Who, he was flanked by two rather butch-looking (some might even say "camp") types in 18th century army garb who looked as though they had escaped from a Barbara Cartland novel?

Because he was speaking during the interval of a performance of Hamlet. They were his personal guard, or somesuch. Lord knows why it was felt that they should stand behind him - probably just to make the shot look more interesting than a stage door otherwise would.
Ah! Many thanks Andy! The whole feel of the shot was "high camp"!
